It's also safer, probably, on the off chance this ends up blowing up somehow - not necessarily for Chuuya's fault, but due to the mafia and/or other external factors. At this time of day, the risk of being seen isn't as bad as having obvious escape routes and such, and so Dazai picks a table outside, pulls out a chair for Chuuya... and quickly keeps walking to grab a chair of his own.
