Really, though, why would Dazai not do something important for the Agency, just because it would cause trouble for the Mafia in general, and Chuuya in particular? Is he supposed to hold back, just because they know each other? (Dazai has known Mori even longer!) Or just because they have sex sometimes? Maybe he does care about Chuuya in his own way, but why on earth would that ever make a difference in business? Not to mention that Chuuya, as Mori's favorite lap dog, has relatively little to fear.
As for a hypothetical revenge from the Organization: Dazai really does consider that unlikely, but that doesn't mean that he hasn't taken any measures (a wide variety of them, in fact) to ensure his safety, both directly and indirectly.]
