He does know that it's an act, that Dazai hates letting anyone get even a slight win against him (especially Chuuya), but he's angry and he wants the satisfaction of seeing and hearing that he's getting to Dazai, too. He wants, at the very least, a slight sign of regret, even though Dazai definitely this possibility into consideration when he did what he did.]

That's a feeling he's definitely not allowed to actually have, and it only fuels his anger more as he starts to pull on a loose rope, causing Dazai to spin. It's not too fast yet, but combined with the blood rushing to his head from being upside down, it's effective. It's not the first time they've done this.
